I'm not really sure what picture frame you are talking about but I usually just tie the ribbon through the picture hanger. If it doesn't have one, I'll staple it on with a staple gun.
Yes, I try to hang everything with an upholstery tack if it is going to be seen. :) I got those at Hobby Lobby or Walmart. Very easy and very cheap! Plus you don't even need a hammer. :)
